It's something like "what to do" or "what is she doing" or "what's going on" but does not mean, "what's happening?"  I can't see the gentleman's face but if he is squinting his eyes then it's like a wh kind of question.   The motion you are referring to is uniquely ASL and not an exact translation of English words.  That's my two cents on the question.
