Hi there,  so my friend bought this at a thrift store and doesn't know what it says.  I can't figure it out online and it's driving me crazy, can someone please tell me? Thank you!

The first symbol is not a sign in ASL. The second is just a hand and no specific sign. It could be used to say Hi, but alone it doesn't have a real meaning.
